If you\u2019d like more information on any of the topics, please contact or comment on the post below.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mixed messages from government following some major announcements!<\/strong><\/li>\n<\/ul>\n\n\n\n<p>In Feb 2024, the government announced it will <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-departs-energy-charter-treaty\" target=\"_blank\" rel=\"noreferrer noopener\">withdraw f<\/a><a href=\"https:\/\/www.gov.uk\/government\/news\/uk-departs-energy-charter-treaty\">rom the TCP<\/a> agreement on energy trading.&nbsp; This is great news as it stops energy companies from suing governments if they passed laws affecting investments in their energy projects.&nbsp; It was widely hailed as a move to enable Net-Zero policies, in reality it was probably just a reflection of what was becoming a costly liability to EU countries.&nbsp; In July 2023 the <a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/BRIE\/2023\/754632\/EPRS_BRI(2023)754632_EN.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">EU had already made that decision<\/a> leaving the UK little choice.<\/p>\n\n\n\n<p><a href=\"https:\/\/questions-statements.parliament.uk\/written-statements\/detail\/2023-12-13\/hlws120\" target=\"_blank\" rel=\"noreferrer noopener\">Ministerial announcement<\/a> on not exceeding planning regulation in Local Plans could have an impact on <a href=\"https:\/\/www.teignbridge.gov.uk\/localplanexamination\" target=\"_blank\" rel=\"noreferrer noopener\">Teignbridge\u2019s pending LP inspection<\/a>. Although it may be argued that the <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-oxfordshire-68350931\" target=\"_blank\" rel=\"noreferrer noopener\">recent court cases<\/a> in Oxfordshire and the wider case against the government on the lack of clear plans for achieving Net-Zero could be used to thwart this announcement.<\/p>\n\n\n\n<p>We also talked about the second <a href=\"https:\/\/www.gov.uk\/government\/consultations\/review-of-electricity-market-arrangements-rema-second-consultation?utm_medium=email&amp;_hsmi=297868611&amp;_hsenc=p2ANqtz--rx2qHKDq44P2M3088ssmC42QZ85AOQZPhyhU9-sdLrzfTWLk9Cu1BJdwmaD60WJFtn4DRbEq-2VoLz8kgm_Ae_DEMJNhVA9mE9PYqZiBhUqX0vpg&amp;utm_content=297868611&amp;utm_source=hs_email\" target=\"_blank\" rel=\"noreferrer noopener\">consultation<\/a> on the Review of the Electricity Market Arrangements (<strong>REMA<\/strong>). Misleadingly, this was reported as the government building new gas-fired power stations, in reality it has some positive proposals on supporting renewables and \u201ctransitioning away from the unabated deployment of gas-based systems&#8230;\u201d. See the <a href=\"https:\/\/www.regen.co.uk\/second-rema-consultation\/?utm_medium=email&amp;_hsmi=297868611&amp;_hsenc=p2ANqtz-9Gd-HRHytYPVJISjgkuDQOSr9_JCMi_32xQtRa_-inhfxaeIoHO-cUaObYV1yAFc1pWepJahOv5C-Rf-R2Nb_4dwAXqWLESFCoLsVdhk9ybdYoh1M&amp;utm_content=297868611&amp;utm_source=hs_email\" target=\"_blank\" rel=\"noreferrer noopener\">Regen response<\/a> so far.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Is my gas boiler inefficient?<\/strong><\/li>\n<\/ul>\n\n\n\n<p>This question can be applied to many things, boilers, cars, windows, etc.\u00a0 We discussed what terms like \u201cefficiency\u201d actually mean and how cost relates to energy and to ghg emissions.\u00a0 The question we need to be clear about, before deciding on a solution, is \u201cwhat is the problem?\u201d.\u00a0 Is it really an inefficient boiler, are gas prices becoming unaffordable or am I consuming more because I\u2019ve changed some setting\/behaviour?\u00a0<\/p>\n\n\n\n<p>Many of our routine services (e.g. utilities) do not register in our daily lives, nor should they.&nbsp; That is until we notice an increase in our bills or hear something about them.&nbsp; For those who can afford to pay the increased prices, no further though is given to the subject, or we may talk about how utility prices should be kept down so everyone can afford to heat and light their homes.<\/p>\n\n\n\n<p>We also tend to pick a solution we\u2019ve heard about, one which is affordable, easy to do and appealing. Often this is a random process with the judgement on efficacy based on what we\u2019d like to tell others.&nbsp; Sometimes this makes us feel good, sometimes not so good.<\/p>\n\n\n\n<p>So the question is, how much extra effort am I prepared to put in to find an effective solution that I will be happy with in the long term? Do I want to learn enough to spot a \u2018sales pitch\u2019 or \u2018greenwash\u2019?&nbsp; I\u2019m sure most of us want to, but struggle to find the time or interest.&nbsp; Understandably not everyone can, so here are some pointers to where to get someone independent help with household energy use:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Follow some of the advice on actions, ideally after assessing your energy\/ghg emissions using the Carbon Footprint Tracker (<a href=\"https:\/\/actionclimateteignbridge.org\/newsite\/page.php\/page\/carbon-calculator?2024-02-09T13:50:18+00:00\" target=\"_blank\" rel=\"noreferrer noopener\">CFT<\/a>).&nbsp; There is a link in the \u2018results\u2019 tab under \u2018list of actions\u2019 in the \u2018help\u2019 panel where you can search specific areas.<\/li>\n\n\n\n<li>a self-help programme (<a href=\"https:\/\/teignenergycommunities.co.uk\/wp-content\/uploads\/2022\/12\/TECs-Energy-Assesment-Intro-v1.19.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Energy Assessment Pack, E-Pack<\/a>) available to <a href=\"https:\/\/teignenergycommunities.co.uk\/membership\/\" target=\"_blank\" rel=\"noreferrer noopener\">TECs members<\/a> with ongoing support.&nbsp; This is aimed at anyone who wants to learn how to make more informed decision on actions they can take.&nbsp; It includes measurements and modelling which are becoming more widely available such as the <a href=\"https:\/\/www.cse.org.uk\/news\/why-measuring-home-heat-loss-is-important-before-choosing-a-heat-pump\/\" target=\"_blank\" rel=\"noreferrer noopener\">CSE scheme<\/a> Jules mentioned.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.energysavingdevon.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Energy Saving Devon<\/a>&nbsp;is aimed at those who do not want, or cannot, be involved and would rather be told what to do.&nbsp; There is an interactive tool to \u201ccreate home upgrade plan\u201d under Resources.<\/li>\n\n\n\n<li>Hiring a Domestic Energy Assessor and\/or architect\/heat engineer.\u00a0 Best to get recommendations from someone whose done what you are looking for.\u00a0 There are emerging standards\/schemes to control quality (e.g. PAS2035), but these are not yet widely used.<br><\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Does self-build result in lower carbon emissions<\/strong>?<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/backup.act.stringerhj.co.uk\/oldsite\/wp-content\/uploads\/2024\/03\/Self-Build-NaCSBA-Report-2023_24.Taster.v1.pdf\">Here<\/a> is a report summary from the self-build trade body, some interesting insights.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>An irresistible opportunity to mitigate climate change and save money?<\/strong><\/li>\n<\/ul>\n\n\n\n<p>How does this offer from <a href=\"https:\/\/rippleenergy.com\/how-it-works\" target=\"_blank\" rel=\"noreferrer noopener\">Ripple Energy<\/a> stand up against its claims? Look at the short introduction video, is it an offer you cannot refuse?<\/p>\n\n\n\n<p>The key to successful advertising is to tell people they\u2019re getting what they want.&nbsp; <a href=\"https:\/\/www.asa.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Advertising standards<\/a> are intended to stop mis-selling, but how effective are these?&nbsp; <a href=\"https:\/\/www.gov.uk\/marketing-advertising-law\/advertising-codes-of-practice\" target=\"_blank\" rel=\"noreferrer noopener\">Advertising codes<\/a>, published by government even has a relatively new section on \u2018<a href=\"https:\/\/www.asa.org.uk\/type\/non_broadcast\/code_section\/11.html\" target=\"_blank\" rel=\"noreferrer noopener\">environmental claims<\/a>\u2019 as well as the well established \u2018<a href=\"https:\/\/www.asa.org.uk\/type\/non_broadcast\/code_section\/03.html\" target=\"_blank\" rel=\"noreferrer noopener\">misleading advertising<\/a>\u2019 codes. It\u2019s not clear whether this is a rigorously implemented as intended or if there is a threshold for number of complaints which isn\u2019t being reached.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Standards for emissions from our built environment.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>I mentioned the RICS latest version of their <a href=\"\/Users\/Fuad\/Downloads\/Whole_life_carbon_assessment_PS_Sept23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">whole life carbon assessment for the built environment<\/a>. Worth reading some of the introduction sections, \u20181.1.background\u2019 has a useful general perspective.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>YouTube video on Retrofit.<\/strong><strong><\/strong><\/li>\n<\/ul>\n\n\n\n<p>There is a lot of material on the internet covering retrofit.&nbsp; As well as the signposting at the end of our <a href=\"https:\/\/actionclimateteignbridge.org\/newsite\/page.php\/page\/built-environment?2024-02-09T13:50:18+00:00\" target=\"_blank\" rel=\"noreferrer noopener\">energy webpage<\/a>, this publicly available <a href=\"https:\/\/www.youtube.com\/watch?app=desktop&amp;v=H4i3LLYjJvc\" target=\"_blank\" rel=\"noreferrer noopener\">AECB video<\/a> was shared by Paul B.&nbsp; It does go into some detail and is ~40 mins long, but worth a look if you want to understand the reasons for and key information on Retrofit.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>What is ACT planning for this year\u2019s national elections.<\/strong><strong><\/strong><\/li>\n<\/ul>\n\n\n\n<p>This question was raised at the meeting.&nbsp; Coincidentally the ACT steering group discussed this very topic; whether we should run hustings again this year. After some discussion, it was agreed to draft questions which can be sent to prospective candidates in Teignbridge\u2019s two constituencies.&nbsp; We would then share the responses.<\/p>\n\n\n\n<p>So we\u2019ll put some time aside at our next Energy group meeting to discuss and formulate questions.
