\nThe\n following Notice of Motion was submitted by Councillor J Hook and \nsupported by Councillors Connett, Dewhirst, Hayes, G Hook, Nutley, \nParker and Wrigley.<\/p>\n\n\n\n

\nBackground<\/p>\n\n\n\n

\nCouncil Notes:<\/p>\n\n\n\n

  1. \nHumans have already caused irreversible climate change, the impacts of which are being\n felt around the world.  Global temperatures have already increased by 1 degree Celsius from pre-industrial levels. <\/em><\/li>
  2. \nIn\n order to reduce the chance of runaway Global Warming and limit the \neffects of Climate\n Breakdown, it is imperative that we as a species reduce our CO2eq \n(carbon equivalent) emissions from their current 6.5 tonnes per person \nper year to less than 2 tonnes as soon as possible.<\/em><\/li>
  3. \nIndividuals cannot be expected to make this reduction on their own. Society needs to\n change its laws, taxation, infrastructure, etc., to make low carbon living easier and the new norm;<\/em><\/li>
  4. \nCarbon emissions result from both production and consumption;<\/em><\/li>
  5. \nOur current plans and actions are not enough.  The world is on track to overshoot the\n Paris Agreement\u2019s 1.5 degrees Celsius limit before 2050.<\/em><\/li>
  6. \nThe\n IPCC\u2019s Special Report on Global Warming of 1.5 degrees Celsius, \npublished in October\n 2018, describes the enormous harm that a 2 degrees Celsius rise is \nlikely to cause compared to a 1.5 degrees Celsius, and told us that \nlimiting Global Warming to 1.5 degrees Celsius may still be possible \nwith ambitious action from national and sub-national\n authorities, civil society, the private sector, indigenous peoples and \nlocal communities.<\/em><\/li>
  7. \nLocal Councils around the world are responding by declaring a \u2018Climate Emergency\u2019 and\n committing resources to address this emergency.<\/em><\/li><\/ol>\n\n\n\n

    \nCouncil believes that:<\/p>\n\n\n\n

    1. \nAll\n governments (national, regional and local) have a duty to limit the \nnegative impacts\n of Climate Breakdown, and local governments that recognize this should \nnot wait for their national governments to change their policies.  It is\n important for Teignbridge Council and other Councils to commit to \ncarbon neutrality as quickly as possible.<\/em><\/li>
    2. \nTowns,\n Cities and Local Authorities at all tiers are uniquely placed to lead \nthe world\n in reducing carbon emissions; they are well placed to help decarbonize \nvillages and more remote areas as they have closer links with their \nresidents.<\/em><\/li>
    3. \nBold climate action can deliver economic benefits in terms of new jobs, economic savings\n and market opportunities, as well as improved personal, social and environmental well-being for people, locally and worldwide.<\/em><\/li><\/ol>\n\n\n\n

      \nMotion:<\/p>\n\n\n\n

      \nTeignbridge District Council will,<\/p>\n\n\n\n

      1. \nDeclare a \u2018climate emergency\u2019<\/li>
      2. \nPledge to do what is within our powers, to make Teignbridge District carbon neutral by 2030, taking into account both production\n and consumption emissions.<\/li>
      3. \nCall\n on Westminster to provide the powers and resources necessary for \nTeignbridge District to achieve the target of becoming carbon\n neutral by 2030, and to implement best practice methods to limit global\n warming to 1.5C.<\/li>
      4. \nReport\n to Full Council within six months with an Action Plan, outlining how \nthe Council will address this emergency. The Action\n Plan will detail the leadership role Teignbridge District will take in \npromoting community, public, business and other Council partnerships to \nachieve this Carbon Neutral 2030 Commitment throughout the District. The\n Action Plan will also outline adequate staff\n time and resources to undertake the actions to achieve the target.<\/li>
      5. \nTo investigate all possible sources of external funding and match funding to support this commitment<\/li><\/ol>\n\n\n\n
