Jackie Hook, executive member for Climate Change, Flooding and Coastal Defence reported to Teignbridge District Council&#8217;s (TDC) Overview and Scrutiny Committee on 9th February 2021.<\/p>\n\n\n\n<p>Here is a video clip of her report<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Overview and Scrutiny 1 Committee - 9 February 2021\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Kp8Ka1VJ-_8?start=6390&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>She reported on TDC&#8217;s work on Climate change and the Ecological Emergency:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>TDC appointed William Elliot in February 2020 as Climate Change Officer<\/li><li>TDC has met regularly with ACT to discuss direction and progress on the climate and ecological agenda.<\/li><li>In October 2019 policy S7 of the current local plan was amended to uplift the carbon reduction by 2030 from 42% to 48%. <a href=\"https:\/\/www.teignbridge.gov.uk\/planning\/local-plans-and-policy\/guidance\/carbon-offsetting-calculator\/#:~:text=Major%20Planning%20Applications%20on%20or,reduction%20in%20emissions%20by%202033.\" target=\"_blank\" rel=\"noreferrer noopener\">The carbon calculator <\/a>has been updated to only consider building emissions.<\/li><li>A new <a href=\"https:\/\/www.teignbridge.gov.uk\/planning\/local-plans-and-policy\/local-plan-review-2020-2040\/local-plan-overview\/\" target=\"_blank\" rel=\"noreferrer noopener\">draft local plan for 2020 &#8211; 2040<\/a> has been published including a whole chapter on climate change and went to consultation March to July 2020.<\/li><li>University of Exeter is developing a low carbon strategy to determine where and how renewable energy generation and low carbon development should feature in the district, and will feature in Part 2 of the local plan.<\/li><li><a href=\"https:\/\/news.exeter.gov.uk\/carbon-reducing-multi-million-pound-heating-network-backed\/\" target=\"_blank\" rel=\"noreferrer noopener\">South West Exeter District Heating Network<\/a> will supply low-carbon heat to 2,500 new homes, using waste energy from Matford.<\/li><li><a href=\"https:\/\/www.teignbridge.gov.uk\/environmental-health-and-wellbeing\/climate-change\/electric-vehicles-charging-infrastructure-and-ultra-low-emission-vehicles-policy\/electric-vehicles-charging-infrastructure-and-ultra-low-emission-vehicles-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Electric Vehicle charging infrastructure and Ultra Low Emission Vehicles policy<\/a> <\/li><li>Rapid <a href=\"https:\/\/www.devonnewscentre.info\/super-fast-electric-vehicle-chargers-unveiled-for-public-use\/\" target=\"_blank\" rel=\"noreferrer noopener\">EV Chargers in Chudleigh and Buckfastleigh<\/a> as part of Highways England Scheme.<\/li><li>Authority participating in <a href=\"https:\/\/www.devonnewscentre.info\/project-to-install-electric-car-charge-points-across-devon-starts-this-month\/\" target=\"_blank\" rel=\"noreferrer noopener\">DELETTI<\/a> and will install double rapid EV chargers in four of Teignbridge&#8217;s AQMAs.<\/li><li><a href=\"https:\/\/www.devonlive.com\/news\/devon-news\/more-electric-vehicle-charging-points-5008069.amp\" target=\"_blank\" rel=\"noreferrer noopener\">Shortlist of 12 sites<\/a> selected in collaboration with parish councils for On-street Residential Charging Scheme (ORSCS) in car parks.<\/li><li>Draft local plan requires installation of EV chargers in new development.<\/li><li>Joint bid submitted under the<a href=\"https:\/\/democracy.teignbridge.gov.uk\/mgIssueHistoryHome.aspx?IId=9475&amp;Opt=0\" target=\"_blank\" rel=\"noreferrer noopener\"> Cosy Devon partnership<\/a> to delivery energy efficiency improvements for low-income households. A further bid for \u00a31.14M has been submitted to deliver authority led improvements.<\/li><li>The Authority has participated in the <a href=\"https:\/\/www.teignbridge.gov.uk\/news\/latest-council-news\/august-2020\/solar-panel-group-buying-scheme-will-save-you-money-and-help-save-the-planet\/\" target=\"_blank\" rel=\"noreferrer noopener\">Solar Together<\/a> scheme. 917 solar PV and 153 battery storage systems are proposed as part of the scheme across Devon.<\/li><li> Low-carbon social housing projects include <a href=\"https:\/\/democracy.teignbridge.gov.uk\/ieDecisionDetails.aspx?AIId=4477\" target=\"_blank\" rel=\"noreferrer noopener\">Drake Road, East Street<\/a> and <a href=\"https:\/\/www.devonlive.com\/news\/devon-news\/apartments-social-rent-plan-newton-4611692\" target=\"_blank\" rel=\"noreferrer noopener\">Sherbourne House<\/a>. These will achieve high carbon and energy standard and feature Air Source Heat Pumps and EV charging points.<\/li><li>William Elliot has been measuring the authority&#8217;s own <a href=\"https:\/\/www.teignbridge.gov.uk\/environmental-health-and-wellbeing\/climate-change\/climate-change-emergency\/carbon-footprint\/#:~:text=The%20carbon%20footprint%20considers%20all,progress%20towards%20reducing%20carbon%20emissions.\" target=\"_blank\" rel=\"noreferrer noopener\">carbon footprint<\/a>, annually Scope 1 &amp; 2 emissions are 2Mt CO2 and Scope 3 emissions 6.7Mt<\/li><li>The Authority is currently working on a Carbon Action Plan to identify a cost and carbon efficient pathway to becoming carbon neutral, which will cover about 40 projects across 15 buildings owned by the authority. A budget of \u00a3E3.6M over 2021-2024 has been allocated, and a grant application for \u00a33.1M has been submitted covering seven sites, which could deliver a combined reduction of 400 tonnes of CO2\/yr. A full report will be submitted to Executive Council in April 2021.<\/li><li>TDC is a signatory of the <a href=\"https:\/\/www.devonclimateemergency.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Devon Climate Emergency<\/a> and is supporting the Devon Carbon Plan, the consultation on the interim plan has just ended, following a Citizen&#8217;s Assembly the final Devon Carbon Plan is due for adoption by Local Authorities in summer 2021.<\/li><li>Following the declaration of an <a href=\"https:\/\/backup.act.stringerhj.co.uk\/oldsite\/index.php\/2020\/09\/29\/tdc-debate-ecological-emergency\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ecological emergenc<\/a>y in September 2020, plans are in hand to plant 1,500 trees in Q1 2021 in partnership with the Woodland Trust and Idverde. A tree strategy is progressing and a draft will be available for consultation in Q1 2021. The Authority has committted \u00a35,000 to Devon Wildlife Trust to support a habitat mapping exercise.<\/li><li>It was reported that ACT&#8217;s <a href=\"https:\/\/backup.act.stringerhj.co.uk\/oldsite\/index.php\/2020\/08\/30\/could-you-be-a-parish-wildlife-warden\/\" rel=\"sponsored nofollow\">Wildlife Warden Scheme<\/a> has received 75 applications and has trained 50 wardens to date.<\/li><\/ul>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Cllr.
